Check geography, organization type, permitted uses and whether applications are open. A discovery result or alignment signal is a lead for evaluation, not an award offer.
Explain fit
Connect the opportunity’s priorities to a real program and evidence. List mismatches and unknowns alongside strengths. A numeric signal can help sorting but cannot override an eligibility exclusion. Consider the time and staff needed to prepare an application and deliver the proposed work.
Choose next work
Move a suitable opportunity into the supported readiness or application workflow and assign an owner. Keep unresolved questions visible.
